Poor housing condition of the young has become a social issue recently. A housing welfare policy has been therefore required for the public sector to provide residential space in order to solve the problem. Gyeonggi-do has suggested a policy on expanding the scope of eligible candidates for the ‘Gyeonggi Bright Future Hall’ residents which are currently limited to university students. However, the competition rate for the ‘Gyeonggi Bright Future Hall’ is already high. Expanding the scope of eligible candidates can entail a fairness issue for university students. Thus this study, first, analyzes the operation condition of the ‘Gyeonggi Bright Future Hall’ and identifies the necessity for securing space. Second, it estimates the future population and students, and examines whether the new policy will damage fairness. Lastly, it examines the current condition of the hall through a survey and collects opinions on the new policy on expanding the scope of the eligible candidates.
This study finds that the number of students in their 20s will decrease but the competition rate for residency in the ‘Gyeonggi Bright Future Hall’ will be still high. It estimates the number of current eligible candidates for the hall will decrease according to the decreasing number of university students. But it is anticipated that the size of the entrance to higher-ranking universities in the Seoul region will not decrease in proportion to the number of university students. In the future, those new students who go to universities in Seoul and Gyeonggi regions will be fewer than about 35% of those in 2017. Even in that case, the competition rate for the ‘Gyeonggi Bright Future Hall’ is expected to be higher than 5:1. Therefore, it is possible that the competition rate will rise even higher, if the scope of eligible candidates is expanded.
Despite the high demand for residency, the ‘Gyeonggi Bright Future Hall’ is not only outdated but also narrow to reside in, which necessitates improvements. Compared to other halls run by Gyeonggi-do, the ‘Gyeonggi Bright Future Hall’ is narrow and half the size of the ‘Songpa Hall’. Moreover, shared bathrooms in the ‘Gyeonggi Bright Future Hall’ are prone to contagious diseases and inappropriate for the Covid-19 situation.
This study proposes space expansion of the ‘Gyeonggi Bright Future Hall’ for the sake of better quality of life of the residents so that, for example, the residents can have single rooms and access to private bathrooms. The expansion seems necessary apart from the plan to expand the scope of eligible candidates.
This study further proposes ways to complement blind spots of housing welfare policies for the young. It is deemed improper to expand the scope of the eligible candidates due to different residence purposes and life patterns between students and non-student young people. Also, expanding the scope may deprive university students of the opportunity for residency, generating fairness problems. It is necessary to separate policies for students and non-student young people. In the long term, it is advisable to complement inadequate housing welfare policies for the young. It is necessary not to define the young as people between the age of 19 and 39, but to subdivide the young into different categories based on economic activity, level of income, region and the like. Moreover, this study suggests to lower the standard of income to expand beneficiaries of the housing welfare policy for the young, to manage and direct housing environment of the young, and to increase rent support for the young.
