This study was to suggest directions for improvement and implementation of the employment support system to promote employment of North Korean Defector youth. To this end, an integrated model of the career decision-making process was presented after reviewing related theories and models and quantitative and qualitative studies were conducted. Results of quantitative research showed that North Korean Defector high school and university students have indecisiveness problems, and high school students and graduates have lower competencies in goal-setting and planning. It was found that behavior along with the career development process was as important as parental support for the entire group of North Korean Defector youth’s career decisions. As a result of the FGI, North Korean Defector youth were found to have low levels of self-awareness and career exploration, and acquaintances or parents affected their first career goals. The following career goals were chosen based on prior experience and knowledge, however, some participants repeated the same process of choosing their first career goals. Most high school students were found to be in the process of career exploration. College students and graduates felt a lack of information compared to their South Korean counterparts and were concerned about psychological difficulties in disclosing their status as North Korean defectors. It was found that they need self-awareness and career exploration, and they want to have job experience or meetings with mentors or incumbents. The result of analyzing the existing employment systems and programs showed that most of them focus on job-searching skills. Based on these results, two career development programs for North Korean Defector youth (university students and high school students) were proposed, and the development direction of a program for parents’ education was proposed. Finally, detailed implementing plans for the effective and practical delivery of the proposed programs, and some policy proposals were suggested.
