This study analyzed the festival of Shitennoji Wasso that is known as 4 festivals of Osaka corresponding to a case of culture public diplomacy. This festival, which has the 28 year history, is implying symbolism for the cultural exchange revival and the amity between South Korea and Japan. The transition process in the festival was divided into the primary stage from the year in 1990 to the year in 2000 and the secondary stage from the year in 2003 to the year in 2019 based on places, supervising & sponsoring agencies, and participants.
In terms of the factors based on culture public diplomacy of this festival, first, it is the ethnic festival that is held with the aim of sharing ‘the truthful history of Korea and Japan.’ Second, the interactive communication and the open network were developed into the citizen participatory festival in which the Korean-Japanese people and the Japanese citizens in Osaka get together. Third, it is contributing to reviving and publicizing the culture of the Korean people. Fourth, it is the only festival in Osaka to which the leaders of Korea and Japan deliver a congratulatory speech.
With regard to implications, first, Korean-Japanese people need to be positively applied to the resource of culture public diplomacy for raising national image. Second, a plan is pursued for removing the weakening power and for activating the festival. Third, the contents on the festival of Shitennoji Wasso are included in the supplementary education materials of a history textbook for middle and high schools in both Korea and Japan. Fourth, the festival is used as a stage that practices multicultural symbiosis.
