Gyeonggi Haengbok Maeul Management Office started in 5 regions in 2018 and has now expanded to 84 regions. In addition, this policy is being expanded with the goal of expanding to 110 locations by 2022. This village management office has made efforts to secure maximum policy validity in a limited administrative environment through various methods. Nevertheless, as the project expands, there is an opinion that it is necessary to review the policy performance and efficient management and operation plan. This study examined the theoretical and institutional background that served as the basis for policy implementation. In order to examine the policy performance, the analysis looked at the perceptions of residents and users surrounding the operation of the village management office. In addition, the study presented quantitative results of policies through the process of rearranging project output. In conclusion, this study suggests a new policy direction for the future by seeking an efficient operation plan to enhance the sustainability of the policy.
The village management office can be presented as one of the civic services seeking to solve problems in the local community through cooperation and participation with citizens. However, the village management office policy does not conform to the civic service, which features a limited compensation system. This is because the village management office project is expressed as a citizen service, but at the same time has the characteristics of a short-term job provided by the public sector.
The village management office is producing various policy outcomes within the local community. The output of specific policies is expressed in various activities such as provision of living services, local welfare activities, and local cultural activities. In addition, these activities show significant achievements in terms of quarantine within the community during the COVID-19 period. Residents" perception of the village management office policy was mostly positive. Specifically, it was found that the policy preference was significantly higher among the residents who had used the service at least once than the general residents. The policy outcomes summarized through the output of these village management office policies can be presented as follows. The village management office project is achieving policy effects such as the spread of a new model for revitalizing local autonomy, establishment of a community system to respond to COVID-19, activation of policy-linked projects, establishment of a welfare system centered on the local community, and others.
In the process of finally suggesting an efficient improvement plan for the project, this study suggested system improvement at the central government level and improvement of project efficiency at the local government level as key alternatives.
The central government needs to focus more on the preparation of legal and institutional bases and indirect support policies so that local governments can smoothly promote projects rather than direct support for projects. In addition, local governments need to make efforts to improve the existing project structure so that the project can be operated more efficiently in terms of project execution. In order to improve the village management office project more effectively, it is necessary to look at strengthening the support function at the local government level, strengthening the network of project participants, reorganizing the administrative system, and linking with the resident autonomy policy.
