The purpose of this study is to establish user-centered local governance by improving the management structure for the advancement of public sports facilities. For this study, Delphi method and hierarchical structure analysis method were used. and A group of 17 experts was constituted and data were obtained through three rounds of questionnaire surveys. The research results are as follows. First, there are a total of 24 components of building local governance of public sports facilities. Based on weight, Support for the social environment through the enactment of local ordinances, The organizational structure is a collaboration between the head of the entrusted agency and the head of the entrusted agency, Administrative power is regional and customer management, Infrastructure is a sports support project that reflects the characteristics of participants, and priorities for each component were shown. Second, according to the results of management factors, on-site experts and related persons were consulted. Establishment of external environment management system for network with institutions, Building competency as a professional institution, It was organized by systematizing the evaluation of management. This study is effective only if it is utilized through specific research for each local government.
