Compare with other technology the design has advantage to get larger effects within a shorter time with less cost and is known as the success ratio is higher in lieu of risk by failure. Therefore, our Government has designated for `epochmaking` upbringing of the design industry, as one of its 100 largest state administrative tasks and prepares for the supporting measure with concerns. Notwithstanding the action policy personnel of the Government or the frontline designers and many enterprises suffer from solicitude due to `design` as usual. Because of this is due to the people could not take the direction at all about how to manage and rear the design work in fact are not less although they knew the importance of design. Under such point of view it is the time when to confirm the status of design policy, to study for how to lead formation and executive phase of the design policy by these variables as the Government or enterprise, education, citizens` consciousness, philosophy and ideology to be as major variables in policy. Since therefore, I try to present the desirous analysis model for formation and execution of the design policy as an alternative for this.
