Mai menghua recognized the dues Huifei problem as a very urgent problem related to China"s survival and decline at that time. Based on this perception, Mai menghua drew the discourse of the so-called Huifei anzhi theory that if one wants to eliminate the harm of China. At its core were the Emperor"s tolerance of dues, pardoning the sins of dues and converting them into ordinary people, the bureaucratic problem of best solving the dues expressed as a gentleman, and as a methodology for the ultimate solution of the Huifei problem, there were problems such as suggesting the Japanese type as an upper hand, the Russian type as a heavy hand, and the Turkish type as a lower hand, and having to follow the Japanese type among them. Mai menghua"s Huifei anzhi theory fees has a new significance in the study of the Restoration Movement and the study of the Secret Society in Late Qing Dynasty. In addition, the issue of the secret association in Late Qing Dynasty has been studied as the exclusive property of the revolutionary faction represented by the handwriting, but the dues, recognized and discussed by Mai menghua before Wuxubianfa movement, shows that the secret association problem in Late Qing Dynasty was not the exclusive property of the revolution.
