Resource-rich Kazakhstan and Uzbekistan are actively developing new and renewable energy recently. Kazakhstan has already announced the "Concept for transition of the Republic of Kazakhstan to Green Economy" in 2013, and has been preparing the foundational legislation since then. The goal is to achieve 50% of electricity generation through renewable energy such as solar and wind power by 2050. Uzbekistan is also making efforts to expand the production of solar and wind power by attracting foreign investment to cope with the increasing domestic electricity production.
These countries are rich in traditional energy sources such as crude oil and natural gas, but the following motives are the driving force for active renewable energy development. First, the development of renewable energy sources can be used as a new engine for economic growth and is a factor that stimulates industrial diversification along with the development of related industries. Second, expanding the use of renewable energy sources is important for improving the resource-dependent domestic energy structure and ensuring energy security. Third, in terms of compliance with international norms on greenhouse gas reduction, the development of renewable energy is a catalyst. On the other hand, insufficient economic feasibility, low production and operation technology of products or facilities related to solar and wind power, and less active involvement of traditional energy companies in the development of renewable energy are obstacles.
