The results of analyzing President Putin’s perceptions that influenced Russia"s decision to invade Ukraine are as follows. First, Putin perceives Russians and Ukrainians as one indivisible people, denying the concept of "Ukrainians" as an independent people. Second, he does not acknowledge Ukraine"s territory and borders, claiming that they were initially arbitrarily determined by Bolsheviks without consideration of historical grounds, and that they were only administratively altere within the Soviet Union.
Third, Putin perceives that the Ukrainian elite, made up of oligarchs and radical nationalists, is leading the anti-Russian campaign, distorting history to maintain power. Fourth, he perceives that Ukraine, which had strong infrastructure, gas transportation systems, and leading industrial sectors after the dissolution of the Soviet Union, has now been reduced to a poor country due to the elite"s fault.
Fifth, Putin recognizes that Ukraine has been “militarized”, judging that the Ukrainian government is preparing to recapture Crimea and resolve the war in Donbass through military means, and that Ukraine is becoming a “bridgehead” for the U.S. and NATO to attack Russia. Sixth, he recognizes hat Ukraine has been “nazified”, judging that the Ukrainian authorities implemented fascist policies that infringed on the rights of ethnic Russians, the Ukrainian government tried to glorify Nazi war criminals and inspired neo-Nazi activities, and that Neo-Nazi has seized power in Ukraine.
Seventh, Putin recognizes that Crimean and Donbass residents have chosen annexation into Russia and armed struggle to protect themselves from the violence caused by the rejection of the Ukrainian elite"s “anti-Russian” project. Eighth, he recognizes that the so-called “special military operation,” which means the invasion of Ukraine, is an inevitable option to protect the people of Donbass, and a legitimate decision according to the request based on the Treaty of Friendship, Cooperation, and Mutual Aid with the Donetsk People"s Republic and the Lugansk People"s Republic.
