Korea has been pursuing economic integration with the Pacific Alliance(hereinafter PA). PA aims for a high level of integration by freeing movement of production factors and harmonizing economic policies. In order to increase the effects of the economic integration, it is necessary to focus on the enhancement in the areas of non-tariff barriers. Accordingly, it is important to quantitatively analyze the level of economic integration of PA in order to assess the conditions necessary for such an ambitious integration. In this context, this study conducts a comparative analysis on the level of economic integration of PA vis a vis MERCOSUR, which is the biggest trading bloc in the region, using analysis of level of deep economic integration and economic integration index. It assessed the depth level of economic integration based on the qualitative and quantitative analysis on the provisions in the agreements and reviewed rules on regulatory coherence and TBT. It also carried out an index analysis which includes additional indicators of GVC participation and environment, and integration crisis which are conducive to evaluate the sustainability. Results showed that PA stood at a higher level of integration than MERCOSUR in terms of its agreement’s depth and regulatory coherence. Moreover, PA was evaluated as a mechanism of having a higher level of integration thanks to superiority in principal indicators such as asymmetry, GVA/RVC environment and crisis resilience. Korea has concluded individual FTAs with three members of PA, which signifies that tariff eliminations have been fairly advanced. Therefore, Korea should pursue DEI with PA, focusing on the elimination of non-tariff barriers and strengthened rules on domestic regulations. This DEI will help Korea expand its economic integration networks in the region and also strengthen supply chain leading to North America as the effects of RVC and GVC will bring out.
