This study seeks to examine the 'Weak Economic Independence Due to Lack of Will to be Employed' condition often mentioned by job fronts. The research was conducted through ten in-depth, face-to-face interviews based on ethno-methodology with regards to North Korean defectors' entry into South Korea, job search activities, and employment. As a result, contrary to the widespread perception that defectors lack the will to be employed, cases where individuals were actively seeking jobs without the help of the public employment support system have been found. In addition, through the research, it was possible to identify situations where North Korean defectors were facing various cultural and economical difficulties in work places, such as language, personal relations, job skills, and discrimination by South Koreans during the search for jobs and even after being employed. The research demonstrates that the ‘Amount of Net Income Including Support Funds’ combined with North Korea's distribution-centered thinking have created a frame of reference. This frame of reference negatively affects and acts as an obstacle to North Korean defectors' decisions on career and employment selections by distorting employment expectations. Ultimately, the conclusion of this research is that contrary to the issues raised from the job fronts, it is inappropriate to attribute the reason for North Korean defectors' weak economic independence rate to ‘North Korean Defector's Will to be Employed.’ It is clear that this is more a structural and overall problem that cannot be evaluated merely by ‘Whether North Korea Defectors Have Will to be Employed or Not,’ but by focusing more on other career barriers in order to identify the reasons for their low employment rate.
