The purpose of this article is to analyze North Korea's Internet strategy in relation to national strategy, particularly economy reform and economic opening policies by examining political control and economic usage for the Internet. And this article has a view of conditions of the Internet opening, strategies on the Internet control and application, and political impacts of the Internet. Despite clearly appreciating the connections between Internet and economic growth, North Korea have all but outlawed public access to the Internet. A handful of North Korean government Web sites are hosted in Japan, China, and USA. Because the economic payoff is smaller, and the political risk larger, North Korea is less willing to allow their people online than the other countries that restrict access to some degree. This situation could change if either country were to open up their economies in an effort to promote growth. Internet strategy of North Korea shaped in basic frame of national strategy and reflected levels of economic liberalization. North Korea is one of the lowest level of economic liberalization in the world and outlawed public access to the Internet. Therefore, whether North Korea open or close public access to the Internet depend on North will Korean government for economy reform and economic opening. In the near term, post Internet opening, the Internet's effects will not threaten North Korean regime, but in the long term, if Internet use continues to grow in North Korea, and an economic or political crisis occurs, the Internet will suddenly become both a field and a tool of battle and will threaten North Korean regime.
