With recent advance of information technology, more and more organizations buy their IT systems from software venders instead of building own systems in-house. When adopting a new information system solution, organizations experience increasing difficulty in decision making because information technology is changing so rapidly these days. Therefore, organizations have been looking for industry standards and proven methods of selection that they can utilize to choose the best information systems solution. In this study, we suggest a solution selection model of information systems using fuzzy AHP (Analytical Hierarchy Process) to maximize the return on investment in information technology. To select an optimum solution, we need to consider a number of different quantitative and qualitative factors such as cost, user interface and convenience, reference site, and so on. This study focuses on quantitative factors, applying the fuzzy concept to various evaluative factors. Based on through data analysis, we suggest a complex solution selection model called Cost Normalization Model, which takes both qualitative and quantitative factors into consideration. In the solution selection process, one of the most important factors is cost, which is not a fuzzy number (crisp number). We converted cost into a fuzzy number to compare it with other quantitative factors. To test the suggested model, we performed a simulation with a real case of selecting an e-Learning solution.
