The Korean government has been seeking to achieve a world-class seamless e-government system with emphasis on cross-agency collaboration. In efforts to improve e-government services, this study examined various issues regarding the Korean government’s cross-agency collaboration initiatives and provided practical implications for government agencies that seek to employ e-government systems. A case study of the G4C was conducted to apply an analysis framework that consists of four stages of the project (launching, planning, execution, maintenance) and three areas of work involved in each stage(Business, IT, Project Management). For each implementation stage across three areas of work, relevant issues and problems were throughly examined and solutions employed by the G4C project team were described and re-evaluated. Based on the analysis of the G4C case, this study suggests the following important factors that need to be considered in future efforts to improve cross-agency collaboration: (1) consensus on objectives of e-government initiatives across all agencies involved; (2) a high level of involvement by relevant agencies through two-way communication; (3) establishment of an independent agency that takes a leadership role in implementation and maintenance of cross-agency collaboration systems.
