The purpose of this study is to conduct a preliminary research for development of culture textbooks that are suitable for foreign learners studying in the Korean colleges. This research does not intend to make textbooks that are used as a means of teaching language or a combination of language and cultures but focuses on instruction on culture itself. Therefore, foreign learners' needs on culture education is analyzed and reflected on the development of culture textbooks. For this purpose, this study prepares a questionnaire that reflects diverse needs of foreign learners toward Korean cultures and is translated into their mother languages in order to investigate foreign learners' level of recognition and needs. This study then attempts differentiate the level of recognition and needs between foreign learners under the college degree track and those under the non-degree track, and between the degree track foreign learners majoring in liberal arts and those majoring in social science. The culture textbooks should not only provide with information about cultures but also explain the differences in culture between value and behaviors. They should also prepare for the list of culture items that foreign learners have to know. Then, the textbook should be organized based upon the syllabus covering this culture items systematically. Recently there are growing needs for culture education by the foreign learners for various purposes. This study can provide a basic data for development of culture textbooks in this sense.
