Construction value engineering is divided into design phase value engineering and construction phase value engineering. Value engineering of design phase has large amount of effects in application which requires analyses caused by systematic procedures. Because of distinguishing characteristics of construction projects, the cost reduction capability during planning and design phase is high as well as the change cost will be also low. One of the most important factor of design phase value engineering is the procedure of creation of a good idea. But the way of such creative idea as Brainstorming and other skills takes a lot of time for generating good idea and futhermore these methods are not easy to make an excellent idea due to preset idea that most of specialists have. To overcome such a problem this paper in design phase value engineering suggests a creative idea of ASIT(Advanced Systematic Inventive Thinking) for an effective application. ASIT will support an effective application through the systematic procedures and will create an effective idea in a short time.
