The quality of life and leisure coexist, the quality of life and leisure activities of many people have come to have a close relation with each other as the five-day work week policy of the government is beginning to be popularized and it can be said that the sound leisure activities influence the quality of life in improving it. Accordingly, it has become an important matter of concern to utilize the increased leisure effectively for the affluent and productive life and to conduct living sports activities in terms of making good use of the spare time in sound ways. Thus, this study aims to understand the concept of the quality of life and its elements, and to examine the changes in the quality of life in the course of the changes of the society, and to grasp the utilization of the free time for the improvement of the quality of life by understanding the developmental values of the quality of life. The introduction of the accelerating five-day work week system, the entry into the period of superaging, and the progress in intelligence and democratization will focus on the quality of life with the spread of the individual-centered values. This will bring about a deep concern about the utilization of the spare time for the spiritual satisfaction and its realization with the most fundamental level of demand met. However, all the insufficient conditions of the society may incur difficulties in enhancing the quality of life and in the desirable utility of the spare time. Accordingly, it will be necessary to concentrate the efforts on preparing the measures of the policy for the leisure activities which can approach the foregoing policy the life of the local residents and the general people by grasping accurately the developmental values of the quality of life.
