Water treatment plant sludges is produced in water treatment process. The amount of water treatment plant sludge is increasing due to the rapid industrialization and the increase of population. Sludges are generally managed by disposal to the ocean and reclamation after dehydration using mechanical or natural dry method. However, disposal to the ocean will be prohibited by international law, and reclamation to sanitary facilities is going to be more difficult due to environmental issue.Geotechnical properties of water treatment plant sludges were analyzed by experiments to offer basic data to be reused for construction materials of soil cover or impervious layer. Laboratory tests, such as, compaction test, uniaxial compression test, direct-shear test, permeability test, consolidation test were performed. By the result of study, it indicate that water treatment plant sludge has high water content and low specific gravity, and large organic content, and high properties of plasticity compared to the general soil. In strength of uniaxial compression, it has similar tend to general clay, but hard to secure strength as construction materials. The value of compression index of sludge is higher than the general clay. This means that the more consolidation settlement is occurred to sludge compared to general clay. The result of compacted water treatment plant sludge showed low coefficient of permeability to be used soil cover material or impervious material. In the result of direct-shear test, it has high cohesion and low angle of internal friction.
