A safe way of disposing the residual fly ash(RFA), wasted from the municipal incinerator, is an important assignment due to the heavy metals which are toxious on human body. This study was conducted to see if the heavy metals in the RFA can be fixed by use of a pozzolan in conjunction with the ordinary portland cement(OPC). The typical four RFA samples were mixed with OPC and pozzolan. The mortars were prepared according to KS L 5105. The specimens were then analysed by AAS(Atomic Absorption Spectrograph). It was found that 33.2 mg/L of Pb was leached out in the RFA1 and 5.92 mg/L of Cu in the RFA2, which were much higher concentration than the permit level imposed by the government regulatory guideline. The other heavy metals (ie. As, Hg, Cd, Cr6+) were under the permit level in the four RFA samples, and Pb and Cu in the RFA1 and RFA2 were also under the permit level. The compression strength(28 days curing) of cement mortars containing 10% of RFA2 and RFA3 were 364 kgf/cm2 and 320 kgf/cm2, respectively. These were similar to the compression(357 kgf/cm2) of control cement mortar, but the cement mortars containing 10% of RFA1 and RFA4 were much lower than than of control cement mortar. The heavy metals of the cement mortars containing RFA were greatly stabilized by the use of pozzolan ; hence, fixing those more than 95%,
