This study aims to draw policy implications for the Korean government by analyzing a plan called as " the European Higher Education Area (EHEA)" that the European Union has developed in order to cope with the challenges in the field of higher education stemming from the development of IT and internationalization. Since the European Council's meeting in Lisbon in 2000, EU has included the Bologna Process (the higher education reform initiative by 29 European countries) as one of the EU's agenda and strengthened the linkage between higher education, lifelong education, and research policies. Through these policy changes, EU has aimed to increase the comparability and transparency of degrees and qualifications which in turn would promote the exchanges of students, professors and staff and further would contribute to the creation of the EHEA. So far, the efforts by the EU has been successful, although there have been some issues such as the disparity in quality among European universities. As the influence of EU in the world has increased, that of the EHEA on the higher education of other countries including Korea is likely to grow rapidly. Thus, the Korean government should take the strategies employed for the EHEA into consideration when it creates strategies to increase the comparability and transparency of degrees. In the long-term, it also needs to develop ways to create an international higher education community with other Asian Pacific countries by learning lessons from the EU's case.
