The WTO allows Members to conclude customs union and free trade areas which establish an element of preference in the trade between the parties to the agreement against the rest of the world, exceptionally.The current trading landscape reveals different reality from the one unforseen nearly six decade age when Article XXIV was drafted. Far from being the exception, RTAs are today almost norm in international trade system. Most of WTO members are party to at least one and often several RTAs.In the paper, first of all, the tendency of the rapid and ongoing changes in trade regims triggered by the spread of RTAs is to be discussed. Second, the fact that the shortcomings and inadequacies in WTO rules and procedures for RTAs have not been improved is to be examined. Then, some concluding remarks is to be followed.
