In this study, I pursued the process of the Japanese consular jurisdiction in relation to several murder cases in which Japanese fishermen murdered residents of Jeju Inland. My expectation was that it would show up how the Japanese consular jurisdiction in early modern Korea had been operated, and what its reality was. First of all, I tried to make clear that a series of murders by Japanese fishermen, in fact, let alone almost under the protection of the unfair consular jurisdiction. The Japanese consular jurisdiction regarding these cases was too extremely unfair, both pro- cedurally and substantially, to satisfy the minimal standard of judicial justice. It was rarely unfair, even compared with general examples of consular jurisdictions operated in other Eastern Asian countries. Con- sidering such illuminated facts, I suggested its reasons concludingly. The first was that Japan had a very strong political ambition and interests toward Korea. The second was that Japan herself did not have the established tradition of rule of law. And the last was that the Korean government was totally incompetent, even worse, had not willingness for protecting her people against Japan.
