Since 1953, the year of armistice of the Korean War, DMZ (Demilitarized Zone) has been the area of heavily armed confrontation between South Korea and North Korea. However politicians and scholars have proposed that the area of DMZ should be conserved environmentally and developed in the peaceful purpose. There are recently three proposals to use DMZ in order to increase peace between S. Korea and N. Korea and develop those areas as the industrial parks where two Koreas will cooperate peacefully and economically. The first proposal was to establish a “peace and economic cooperation zone” in the area around the West Sea and agreed between President Roh Moo-hyun and Kim Jong-il, the North Korean leader, during the second inter-Korean summit on Oct. 2-4, 2007. The second is a “DMZ Peace Park Project”, proposed by Gyeeonggi Provincial Government and is still in the stage of design. The third proposal, so- called “Nadeul Island Project,” was made by Lee Myung-bak, President Candidate of South Korea. The “Nadeul Island” will be built as a special industrial zone, meaning free passage in and out of people, information and capital between the South and North. President Candidate Lee proposed the government designate the area at the mouth of the Han River as an inter-Korean economic enclave. This paper intends to analyse the three recent proposals to use DMZ peacefully and economically in the perspectives of reality, conservation, and procedural democracy. In addition to the three perspectives, the perspectives of global community and practicability should also be considered in the stage of planning the above three projects of DMZ.
