The Japanese residents in Korea during the modern history, was Janus-like community, who has the two faces of invaders and war victims. Generally, Japanese repatriates from abroad(Hikiagesha) were regarded as war victims(Senso-higaisha) with other victims(Sensaisha) and discharged soldiers in Japan. But in Korea, they were recognized as invaders or cats-paws of Japanese Empire, who had been maltreating and looking down on koreans. Such a conflicting public memories or the gap of historical recognition between the two countries originated from the post-war historical description and interpretation based on nationalism, which neglected the continuity from pre-war to post-war period. Especially, War Victims discourse in Japan, which was made and circulated by japanese government, failed to have a correct understanding of the role of japanese residents in colonial Korea and the collective mentalities of koreans. This is why this paper deals with the changes of circumstances around japanese residents from the Liberation of Korea to repatriation(Exodus from North Korea), when the feeling of victimized among japanese residents was intensified. This paper is composed of 3 chapters. The 1st. chapter made a survey of the contents and logical structure of War Victims discourse in Japan, and its process of circulation. The 2nd. is main chapter, which deals with the destruction of colonial network, confiscation of houses and personal assets, the restriction of employment and commercial activities. And the 3rd, influences of circumstances-changes and responses of japanese residents. The public confiscation and personal robbery made the feeling of victimized, which is concentrated between September and October of 1945, is mainly made for the purpose of establishment of new country, and is partly made due to anti-japanese sentiments or personal greed by Soviet soldiers and korean patrol agent. The feeling of victimized among the japanese residents amplified because of loss of premiums that had been guaranteed during the colonial period, and the Repatriation Prohibition Act of SMGK(Soviet Military Government in Korea) until the December of 1946.
