Economically and environmentally favored Cu and Cr leaching out process from Power Plant Fly Ash (PPFA) has been investigated. Even though PPFA, bearing of C, S, V, Ni, Cu and Cr, has been widely used as an assistant fuel in cement industry due to recent environmental regulation in S. Korea prohibits using PPFA from as assistant fuel without treatment. Another attempt of reuse of PPFA has been focused to extract V and Ni from PPFA, however because of its low metal concentration of V (2 wt%) and Ni (1 wt%) in PPFA, economical and environmental friendly process could not be found applicable to reuse it. In this study, Cu and Cr have been removed in an economical way to satisfy with KS Extraction Regulation. Various parameters such as pH, lixiviates and time on leaching behavior were investigated in order to find optimum level of removal of Cu and Cr from PPFA. As a results of this study, pH3 of leaching solution proved to be effective to leach out Cu and Cr from PPFA when the reaction was conducted for an hour. PPFA was found to be applicable for indoor and outdoor colored bricks and also construction panel. Fly ash contents in fly ash panel (FAP) has been varied from 15 wt% to 45 wt% in order to relate this parameter to strength of FAP. Harmful Cu and Cr ions did not detected from FAP with KS Extraction Test. When the fly ash content was lower than 25 wt%, the FAP strength was found to be higher than commercial construction panel.
