본 연구의 목적은 특수교육지원센터의 역할과 해결과제를 밝혀 보려는 것으로, 구체적인 연구문제는 첫째, [장애인 등에 대한 특수교육법]에서 규정하고 있는 특수교육지원센터의 역할은 무엇인가? 둘째, 특수교육지원센터의 역할에 따른 시․도별 특수교육지원센터의 현황과 향후 추진 계획은 어떠한가? 셋째, 특수교육지원센터의 문제점과 해결과제는 무엇인가? 이다. 위와 같은 연구문제를 해결하기 위한 연구방법으로, 첫 번째 연구문제를 해결하기 위하여, 2007년 5월에 제정․공포된 [장애인 등에 대한 특수교육법]과 2008년 5월에 시행된 [장애인 등에 대한 특수교육법 시행령 및 시행규칙]에 규정되어 있는 특수교육지원센터의 역할을 분석하였고, 두 번째 연구문제를 해결하기 위하여, 교육과학기술부의 [특수교육 연차보고서 2008년 정기국회 보고자료]와 [2009년 특수교육운영계획] 및 [2008 특수교육 실태조사], 그리고 2009년 각 시․도 교육청의 [특수교육 운영계획서]를 분석하였으며, 세 번째 연구문제를 해결하기 위하여, 대구광역시 지역교육청의 특수교육지원센터에서 근무하고 있는 특수교육교사 2명과 치료교사 2명을 대상으로 심층면접을 통하여 실제적인 문제점을 조사하고 질적 분석 하였다.
Purpose of this study is that clear special education support center's role and solution assignment. For this, Analyzed connection data, and had depth interview. The conclusion which are obtained from the result are as follows.
First, special education support center's role which is defining in Special Educational Acts is special education support center's setup, early detection, diagnostic·estimation, information administration, special education research study, support of teaching-learning, special education related service support, round education etc.
Second, special education support center's present condition establishes 183 special education support centers from the 180 all area Ministry of Educations, special education support center complete charge manpower is all 540 people such as special teacher, remediation teacher, administration employee, other complete charge manpower. But, contents about special education support center's present condition and plan was limited for that do each area Ministry of Education's complete charge manpower multiples and budget, and are comprehensively presenting without being specific about function and role .
Third, special education support center's problem is that personality is ambiguous, that expert's supplement, and that phase of support center men in service should be established. To solve such problem must be improve expert team's composition, appropriateness of expense use, doubleness of special education operation committee and diagnostic․estimation committee role, research study that is continuous and professionalism as field of comprehension and divide through meeting and conversation of charge teacher and parents of students, class improvement of based example through IEP by teacher who have career, connection and cooperation with related institution, arrangement of charge manpower by plan that is the order by year, and must be improve extension of sequential function and role according to priority order by establishing specific operation principle.
