This study includes the concept and the learning model on each level of a digital textbook. For this study, meta analysis has been employed on the basis of managing reports from the relevant piloting schools. And the extensive survey of the actual condition in schools has been taken from teachers and students. The type, method, important items for elementary English digital textbooks have been decided through these processes. The operational programs developed first only had on-class type (such as further studying type and after-school studying type) and off-class type (studying hall type and studying at home type). To run these programs in schools, contents which should be carried out in specific order have been described item by item. And then teaching-learning model and teacher’s plan have been suggested. The first draft of the programs have been corrected and supplemented by evaluation from experts and piloting. Based on data gathered, the findings of this study are as follows: First, this study provides actual methods which can be applied in the schools for the digital textbook that is expected to increase. As many reports from piloting schools point out, there is still a huge lack of proper teaching-learning model in the schools. To solve these problems, teaching-learning model and teacher’s plan are proposed type by type. The guidelines for practical use of digital textbooks are also suggested. Second, the findings of this study from definitional angle show the effectiveness in elementary English digital textbooks. In addition, the operational programs developed in this study rouse students interest and make it possible to learn English self-directly. Besides it has been also proved that they can improve the communicative skills. Third, these programs are not only easy for learners to apply in any way but provide them with enough motivation for learning English.
