Broadcasting has the properties of excludability and rivalry, which makes it a good example of public good by characteristics. But there is no reason for the government intervention and in many countries including Korea, broadcasting companies are owned and operated by private entities. We empirically investigate some notable facts about Korean public broadcasting system and find that public broadcasting system has expanded roughly at the same rate as private broadcasting companies and that many private broadcasting companies have provided high quality programs having publicness. These findings cast doubt upon the argument that the range of public broadcasting must be expanded to enhance the "publicness" of overall broadcasting system Meanwhile Korean Broadcasting System, the only truly public broadcasting company, has shown some signs of inefficiency compared with a privately owned Seoul Broadcasting System. The inefficiency is probably best presented by the comparison of the number of staffs between public and private broadcasting companies. These empirical facts suggests that the "publicness" argument has been abused, which in turn means that the argument of public choice theory of expanding government sector under the veil of publicness can be applied to Korean broadcasting industry.
