The summit is important for the confidence building in the divided countries. Since 7.4 agreement in 1972, two koreas have made an effort to realize the summit. But the first summit held in 2000. The characteristic of the summit in 2000 is conceptualized by the practice different from the just agreement. The first summit is along with activation of the ‘Perry process’ in 1999. Second summit meeting also reflects circumstances favorable to the development of U.S.-DPRK relations. The two Koreas did not miss the opportunity for the emergence of ROK-DPRK-U.S. trilateral relations. After the summit, two koreas have carried out the political reconciliation, economic and humanitarian cooperation, and the peace making process. For the cooperative practice in two Korean's talks, its need to develop the mutual trust, reciprocal incentive, international environment and ending of the domestic cold-war culture.
