This study examines the influence of Korea’s urban growth management policies in the 1970s on the spread of apartments. Theoretically, policies that regulate urban sprawl and land use in certain areas within cities can lead to an increase in urban density. Therefore, it can be inferred that the implementation of these policies may increase the density of residential areas, ultimately promoting the spread of apartments. To verify this hypothesis, this study investigated the changes in residential areas designated as zoning for seven major cities and analyzed the changes in their land use and housing supply plans in the Comprehensive Master Plan (CMP). The main findings are as follows. First, the area of residential zoning significantly decreased in 1972 and 1975-76 after designating the Restricted Development Zones (RDZ) and initiating the farmland protection policy (FPP). Because the RDZ was designated in major metropolitan areas, its impact was limited to certain cities, whereas the impact of FPP was nationwide. With the mounting concerns over the shortage of land for housing, the government tried to promote the supply of apartments by applying new planning methods, such as apartment districts. Second, owing to the large reduction in the area of residential zoning, each city had to increase the density of the residential area in their CMP, and therefore, they began to develop a planning logic that considered density and housing types in land use planning. Third, in the housing supply plan, the apartment started to be considered as the quantitative plan to increase the urban density since 1975. The impacts of urban growth management policies were implied as the apartment began to be accepted in urban planning and the ratio of apartments to total housing stock surged since the mid-1970s.
