This study analysis footwear Industry in Busan, particularly during growth period (1962-1978). The result, which started as to improve the statistics needed for analysis, is as in the following. First, Busan on the shoe industry grew greatly as sharp increase of exports growth engine until 1978. Such an increase in exports made the structure that export market fluctuations in off the shoe industry can affect domestic shoes industry. The sudden changes or rapid growth of exports was not the result by internal technology development but rather than by an external factor. This means that in the process of growth, continuous and permanent independent growth foundation did not made. This structure became a direct cause of the recession of the shoes industry. Second, corporate management analysis of the late 1970s, shoes business grew greatly by external factors. But the choices was not long-term dynamic view, and profitability and financial soundness changed for the worse.
