Although children facilities as kindergartens and day care centers are gradually increasing, it is also a clear tendency that negligent accident on children are increasing occurring in such facilities. For the fact, this study suggested an environmental planning plan based on the environmental planning factors to improve safety for children in outdoor space in children facilities. To achieve that, in total of 34 safety environmental planning factors (7 for playing space, 8 for approaching space, 9 for boundary space and 10 for common factors) were derived from analyzing safety guidelines for children facilities, then a survey was carried out targeted for teachers and staffs in the facilities on importance of the factors. The results of this study are as followings. First, all parts of outdoor space of children facilities must have safety environment constructed. Second, the needs for such safety environment are more demanded for day care centers than kindergartens. Third, a set of safety environmental planning is required upon the types of child safety accident. Forth, based on the factor analysis on importance evaluation results, the factors were categorized in 8 groups – ‘natural surveillance plan’, ‘territoriality reinforcement plan’, ‘physical characteristic consideration plan’, ‘safety installation plan’, ‘safety allocation plan’, ‘mechanical surveillance plan’, ‘hazardous material access prohibition plan’ and ‘outer control plan’.
