The paradigm shift at the end of 20th century has brought big change to the space and program of the public library. Public libraries have changed from the functional library-book center to the cultural community-information center. The new library model, Ideastore by Tower Hamlet Borough, London, is the one of the most successful model for the contemporary public library. The Ideastore now called the community learning-information center rather than the simple public library. The paper examined the 5 Ideastores in London from 2002 to 2013 to understand the tendency of change to the cultural community space for library, learning and information in terms of the location, space and program. The most of Ideastores in London have located nearby the marketplaces and public transportation system for the people to access easily. The hundreds of cultural programs have been running in the libraries' various cultural learning spaces. From the comparison of the area ratio between the Ideastores and the domestic public libraries, the area ratio of the collection and reading section and the cultural and educational section of the Ideastores showed higher numbers of percentage than the domestic.
