In this paper, we analyzed how the independence of the BOJ(Bank of Japan) changed after enactment of the New BOJ Act. Previous studies about central banks tend to emphasize price stability as a central bank's role. Also, The BOJ's independence was considered low, because the BOJ was under the influence of the Ministry of Finance(MOF) under ‘the convoy system’. However, from perspective of the theoretical framework of the new institutional theory, the central bank system is a structure created by historical, economic and socio-cultural factors. Policy Board of BOJ has authority on monetary policy such as the official discount rate under ‘the convoy system’, but practically, Ministry of Finance(MOF) has had a great influence on monetary policy. 1998 BOJ Act enhanced independence of BOJ against MOF, but on the other hand, the decision making process of monetary policy became more politicized as the influence of political pressure on monetary policy became stronger.
