England, considered the first modern state, did not seem to produce any significant modern political concepts in the 16th century. To understand this problematic phenomenon, this comparative study has a goal of analyzing the ‘commonwealth’ of England in the 16th century, which had been established as an ideology to fulfill the need for spiritual reformation by examining its concept discussed in Thomas Smith’s De Republica Anglorum. Then, based on this analysis, the concept of ‘commonwealth’ is compared with the ‘modern’ concept of state from The Six Books of the Republic by Jean Bodin. The dominant paradigm tends to regard French political concepts as an indicator of the maturity of the modern state. But it is necessary to revisit this perspective, as political concepts may merely be a reflection of the power structure sustaining pre-modern social relations.It appears that the emergence of the 'modern' concept of state and sovereignty in France would expose the fragmented political power, showing the absence of ‘modernity’. Political discourses taken regarding the state and sovereignty in France and England, and their social infrastructure during the second half of the 16th century are interesting examples of this paradox. The English lacking something 'modern' in their political discourses does not mean that England was immature or underdeveloped.Rather, this absence should be read as reflecting the existence of developed capitalism and a mature 'modern' state at the same time.
