The joint World Bank and China State Council China 2030 Plan aims to complete modernization, advance social harmony, and build a creative society as China's utmost long-term economic growth engine. China’s 13th Five-year Plan and its New Urbanization Plan (2014-2020) move away from large-scale, developer-driven projects and promote new models for sustainable and livable cities – with detailed design guidelines that encourage innovative city planning in balance with existing urban contexts, and support progressive development, including ecological sustainability in balance with sound economic growth. There are many new city development plans and urban redevelopment projects underway in the Beijing and Tianjin economic corridor as a core of the so-called Jingjinji region and Bohai economic rim. The purpose of this study is to understand newly emerging smart city design strategies, in addition to the inherent planning principles of a compact, transit-oriented and high-density mixed-use approach to complex urban development systems. By using comparative analysis methods, this study explores innovative design elements from case studies of sustainable and livable smart cities that adopt the new design strategies, including smart natural resource management, eco-friendly sponge city, small-block development, and slow-transit systems. Tongzhou Administrative Sub-center and Bohai Innovative City projects were selected as benchmarks of the Beijing region’s most advanced city design projects, focusing on dwellers and smart development concepts to mitigate ultimate urban challenges such as pollution, livability and climate change. These new design strategies are beneficial and measurable ways to reduce the issue of "greenwashing" in China’s new urban development, but also practices to be widely adopted in many international developments.
