State-level new areas are the Chinese economy’'s key ones which lead and test the Chinese Government’'s development strategies. Since 2010, ghost town has been appearing in a few State-level new areas. Ghost town means a new city which has a low occupancy rate due to a lack of a demand of real estates. The reasons why ghost town emerges in state-level new areas viewed from Lanzhou new district are as follows. First, from the policy perspectives, a lack of preferential treatments and the core industry spheres concentrated in heavy industries results in such developments. Second, from the geographical perspectives, distance remote from centric cities and inconvenient traffic bring about such things. Lastly, a lack of corporate relocation and infrastructures in proportion to high housing costs causes such a situation In response to it, the Lanzhou new district government takes actions to move in state-owned enterprises and transfer government office. Nevertheless, it is not yet adequate enough to address a demand of real estates.
