The purpose of this study is to increase the practicality and effectiveness of the planned business plan by analyzing the leading projects of community care in effect for inclusive welfare. Community care is a policy that supports comprehensive and integrated services so that people can live a human life in response to a rapidly aging society and spend their retirement where they lived. To this end, four key tasks were presented: housing, health, medical care, care, and service linkage. Among the 16 regions in the first leading area, 13 local governments’ leading projects, which correspond to convergence and elderly community care projects, were analyzed as four key elements. Among the four factors, the health and medical sector had the most plans, and the service linkage plan was the most insufficient. Among the service-linked factors, all local governments planned plans for linkage with public health centers and departments in charge, but there were few plans for public-private cooperation networks and platforms. Among the 13 regions, Suncheon, Jeollanam-do, envisioned the most diverse projects. As community care is a complex and integrated service, it is necessary to establish a network or platform to effectively utilize individual services and to cultivate and deploy manpower to operate them.
