This paper attempts to study how to actively utilize export credit insurance to promote the development of agricultural export trade in Shandong Province under the prospect of more convenient trade after the signing of RCEP and makes suggestions for further mutual promotion between Shandong agricultural export enterprises and export credit insurance. This paper summarizes the development pattern and characteristics of agricultural exports in Shandong Province and explains the reasons behind them by analyzing the situation of agricultural exports in Shandong Province over the past two decades. Also, while sorting out the obvious and potential problems of agricultural exports in Shandong Province, this paper analyzes the targeted support methods of export credit insurance for agricultural export enterprises (especially the small and medium-sized export enterprises which are the majority of them) in Shandong. The main findings of this study can be summarized as follows: First of all, the proportion of Shandong's agricultural exports in the overall export structure has been decreasing for a long time, but the volume of agricultural exports has maintained a steady growth, which shows that the proportion of three industries in Shandong's economy is gradually changing to the rationalization and advanced industrial structure. Therefore, the basic position of agriculture cannot be shaken, and the role of agricultural products export in promoting the growth of Shandong province's agricultural economy cannot be ignored. Second, agricultural export enterprises in Shandong Province are facing multiple pressures such as financing, domestic and foreign peer competition pressure, the economic risk of export settlement, and political risk, but one of the biggest problems limiting their development at present is the insufficient combination of agricultural exports and export credit insurance. Moreover, most of the agricultural export enterprises in Shandong participating in the RCEP market are small, medium, and micro-enterprises, which are often ignored by export credit insurance because of the limitation of scale and credit rating, and other conditions. In addition, the problem is further complicated by the lack of awareness of insurance among small, medium, and micro-enterprises in agricultural exports. As a result, both agricultural exports and credit insurance agencies in Shandong have not developed as much as they should. This paper contributes to the study on the relationship between agricultural products export and credit insurance in Shandong. It first theoretically proposes how to strengthen the combination of agricultural exports and credit insurance to solve the problems of large risks, capital constraints, and unreasonable structure faced in agricultural exports. Second, Shandong agricultural exporters (especially small and medium-sized enterprises) must realize that they cannot avoid credit insurance just to save some premiums or formalities. Credit insurance companies should appropriately reduce the premiums, and at the same time, pay attention to the support and inclination of agricultural export credit insurance, expand the insurance coverage, and better provide services for agricultural export trade. Finally, Shandong Province should develop export credit insurance that must actively introduce and guarantee the active participation of other commercial banks to achieve the win-win cooperation between agricultural exports and credit insurance. Therefore, this study provides theoretical and practical contributions to the combination and mutual promotion of export credit insurance and agricultural exports in Shandong Province.
