During the 1970s, the dispute over Senkaku islands and surrounding waters arose while two complex crises had occurred - Sino-US Approach and the first Oil Crisis. The dispute has been one of the most important pending issues between Japan and China. The goal of this article is to analyze the process of escalations and de-escalations of the dispute and to clarify variables on that process. This article focuses on three factors - the transformation of the Cold War structure represented by the changes of Sino-US-Japan relations, the change of preference for acquisition of natural resources after the first Oil Crisis, and the shift in areas of concern over maritime affairs. Economic factors inside and outside Japan, as well as the transformation of international environment, has affected to the escalations and de-escalations of the dispute between Japan and China during 1970s. These factors had influence on the transition of Japan’s external behavior on each phase: early 70s, mid-70s, and the late 70s. Through the analysis, it shows the implication of Japan's external policy on maritime affairs today.
