The new rural development policy is one of the most important policies in the world's developing countries. From experience in the new rural development process in some developed countries, especially the "Saemaul Undong" movement of Korea, Vietnam has begun to carry out some pilot programs since the 2000s, and officially implemented the National Target Program on New Rural Development in 2010. One of the interesting features of Vietnam is the policy of "the state and the people working together" when implementing new rural building projects. The purpose is to mobilize people's material and spiritual strength to participate in the new rural building process in the locality; promote people's supervision in the implementation of these projects. Citizens' participation is seen as one of the important foundations for the success of these projects. In order to examine what factors affect citizens' participation intentions, we propose a research model with five hypotheses that need to be tested. Based on quantitative research methods, the study found that five factors, including experience expectancy, social influence, government regulation, performance expectancy, and trust, have a positive effect on citizens' participation intentions. In which Experience expectancy has the strongest effect, and Trust has the lowest effect. In addition, the study also indicated that there is no difference in mean between demographic variables and citizens' participation intentions in new rural building projects. Finally, some potential solutions are proposed to the government and policymakers in order to increase citizens' intentions to participate in new rural building projects. The current study also contributes to providing several experiences and lessons for other provinces and developing countries around the world that are in similar socioeconomic situations.
