Global climate change has different impacts on local places. Climate change adaptation measures with adaptive capacity vary in responding to different local climate vulnerability and risk. While natural science research and projects on measuring local vulnerability have looked at local climate attributes, research on adaptive capacity, particularly institutional capacity has been scant. This study aims to conceptualize, measure, and categorize institutional capacity for local climate adaptation. By analyzing the data of the 2nd climate adaptation action plan, we quantitatively measure and categorize climate adaptation institutional capacity of 17 Korean provinces and metropolitan cities. To effectively tackle local climate adaptation, each local government needs to improve institutional capacity in perception, leadership, organization capacity, and climate budget. For this end, this study suggests policy direction to enhance climate change sensitive perception of citizens and public officers; to mainstream local political leadership on climate adaptation, and securing climate budgets and comprehensive governance.
