The purpose of this study is to newly establish the concept of smart waterfront city, to derive planning elements through previous studies and related literatures, and to propose a sustainable smart waterfront city implementation plan based on the importance of derived planning elements. In our society, paradigm shifts in social culture, economy, and environment are occurring, including increased complexity and uncertainty due to increased interest in lifestyles that focus on issues and quality of life, such as climate change, urbanization, and the Fourth Industrial Revolution. The government announced the smart city promotion strategy in January 2018, and designated Busan EDC(Eco Delta City) and Sejong 5-1 living area as smart city national demonstration cities. It is necessary to recognize the importance of smart waterfront city differentiated from existing urbanization through harmonious grafting, and establish planning elements. The spatial scope of this study was Busan EDC, and the content scope was derived from the theoretical reviews and expert opinions through prior studies, literature reviews, and case studies. Previous studies on smart waterfront cities have not been made yet, so we reviewed previous studies (concepts, planning elements, etc.) of smart cities and waterfront cities, and analyzed the importance of concepts and planning elements for smart waterfront cities. It is different from research. As a result of this study, environmental factors and economic factors were considered to be of high importance in the major categories, and the experts and administrative experts recognized the safety of social factors as the most important category and the ecology of environmental factors as the most important in the category. The conclusion of this study is to actively utilize the public waterfront value and eco-friendly environment to expect social, economic and environmental sustainable development to improve the quality of life and public value of the people based on the analysis results for the implementation of a sustainable smart waterfront city. Waterfront city planning, it is important for all citizens to receive safe public services.
