This thesis has dealt with various understandings related to the preceding and following phrases along with ‘登高能賦’ in 『汉志』「诗賦略」. I think that BanGu was well aware of the content of the discussions of the old people when he wrote these words, but accepted and wrote the content that was consistent with the purpose of writing his 「诗賦略」.
In other words, 「诗賦略」 was naturally written mainly about ‘歌诗’ and ‘賦’, and since ‘诗’ and ‘賦’ are described separately, emphasizing ‘賦’ in the ‘賦’ part is Of course. ‘賦’ was popular in the Han dynasty, and BanGu himself was one of the four representatives of the Han dynasty.
In conclusion, if we take the above discussion together, our interpretation of ‘不歌而诵谓之赋, 登高能賦, 可以为大夫. It is said If someone can rise to a high position where the king takes care of government affairs and can compose or recite 賦, then he can become a great master.’
