Amid recent reports about the deterioration of malnutrition in North Korea, this study examines the North Korea's food supply and North Korea’s protein supply policy. The research found that North Korea’s protein supply was lower than those of Pakistan and Sri Lanka, countries with similar GNI levels. Recognizing the lack of protein supply, the North Korean regime has focused on boosting the fishing industry, an industry that is more strategically important in providing nutrition to the population than the live-stock industry. In the context of continuing and changing its socialist planned economy, North Korea has made many efforts to boost the fishing industry. However, it achieved only a short-lived increase in fisheries production. While there has been some progress made in modernizing fisheries and advancing the scientific development in fisheries, it is difficult for North Korea to bring about a drastic change using a policy different from that of Kim Jong-un’s predecessors due to its system heavily focused on ordering pro-duction increase within the socialist planned economy. Moreover, due to the re-emerging economic contraction, the outlook for North Korean fishing industry’s development is not optimistic.
