In the pharmaceutical and most industries, innovations are through the interaction of many organizations and institutions, which is referred to as the innovation system. Recently, the innovation system in the Japanese pharmaceutical industry has undergone structural transformations because of the changing environment caused by global competition. Although some studies have explored the features, strengths, and weaknesses of the innovation system, only a few studies have investigated how the innovation system transforms. The purpose of this study is to examine the direction of the transformations that have occurred in the innovation system in the Japanese pharmaceutical industry. This study provides the direction of future change in the innovation system from three aspects, inter-organizational relations, industrial agglomerations, and government involvement in innovation systems.
