The 21st century draws attention to human dignity, which is called the era of human rights. This proves that human rights issues have become urgent in the face of human rights abuses and serious identity discrimination. The purpose of the study is to read these changes and shed light on the "hakai" of Shimazaki Toson's, who dealt with the human rights issues of the 'Buraku' who were discriminated against a century ago, to reveal that human rights should be realized beyond status and age. After the abolition of the Meiji-era status system, the Buraku people, who were considered abandoned under discrimination and oppression in traditional Japanese society, did not stop their struggle for basic human rights under the slogan of human equality Zenkokusuiheisya. However, they suffered internal divisions due to conflicts between the cause of struggle and practical interest. This led to the intervention of the Zenkokusuiheisya in every process of publication of "hakai", Therefore it took a long time for the restoration of the first edition (1953).The first edition was published in 1906 and sold out in 1929. "hakai" was a matter of survival for Toson, whose only solution was writing fiction, The right to survive was a matter of guaranteeing human rights for the Buraku people during the period of transition from feudal society to modern times. In this sense, "hakai", was the priming water for the Buraku Liberation Movement and brought human rights matters to the surface, is lt is still valid as long as human rights abuses are carried out against the Buraku people.
