이 연구는 최근 교육정책 집행도구로서 활용되는 컨설팅의 기능이 무엇인지 탐색하고, ‘교 육정책 실행 컨설팅’의 개념모형과 원리를 구안하고자 하였다. 교육정책 집행도구로서 컨설팅 은 순응도구, 모니터링 도구, 변화촉진 도구, 역량형성 도구, 학습도구로서 활용될 수 있으며, 종종 정책효과 증진을 위하여 다른 정책도구와 결합(policy mix)된다. 하지만 교원과 일선관 료들이 정책을 수동적으로 ‘집행’하는 것이 아니라 능동적으로 ‘실행’1)한다는 관점에서 볼 때, 컨설팅이 순응도구나 모니터링 도구 보다는 변화촉진 도구, 역량형성 도구, 학습도구로 활용 되는 것이 바람직함을 확인하였다. 이러한 바람직한 컨설팅의 기능을 바탕으로 교육정책 실 행 컨설팅의 개념을 정의하고, 1) 문제의 정의, 2) 컨설팅의 목적, 3) 참여주체, 4) 과업을 구 성요소로 하여 개념모형을 구안하였다. 또한 컨설팅의 여러 원리들과 교육정책의 특성을 고 려하여 교육정책 실행 컨설팅의 원리를 1) 전문성, 2) 독립성, 3) 자문성, 4) 주체성, 5) 협력 성, 6) 책무성 여섯 가지로 제안하였다.
This study explores the conceptual model and principles of education policy enactment consulting based on its roles. Education policy enactment consulting serves for building a culture for policy compliance, monitoring the process, offering feedback for policy enactment, facilitating mutual adaptation of policy and local organizations, and building capacities of main actors. However, it should be conducted for ‘building capacities’ rather than for ‘monitoring policy compliance’ assuming that main actors of policy ‘enactment' do not simply ‘implement' the policy but reinterpret and adapt it. Education policy enactment consulting can be defined as ‘advisory service that experts in school education and education policy provide for clients in response to a request and help develop the solutions to a problem while enacting the policy.’ The conceptual model of education policy enactment consulting includes 1) definition of problems, 2) purpose, 3) actors, and 4) tasks of consultants. Considering principles of consulting and characteristics of education policy, six principles of education policy enactment consulting are presented: professionality, independence, advisory service, subjectivity, collaboration, and accountability. This study concludes that education policy enactment consulting should focus on the relationship between consultants and clients and the problems schools and education administrators face rather than the policy outcomes. To do so, education policy enactment consulting should redefine clients and consultants, train professional and independent consultants, and encourage mutual learning process on a basis of a collaboration between clients and consultant.
