To reduce noise and vibration at construction sites, the emission allowance standard system under the current law has been enforced, but there is a limit to managing and supervising several construction sites unless they are constantly monitored by a monitoring device. The existing system has a limit in mitigating noise disputes at construction sites. It is a well-known fact that proactive prevention, rather than post-regulation, is more efficient in solving all environmental problems, not just noise and vibration. Further, what is most commonly used as a preventive measure for dictionaries is an economic incentive. To address the limitations and problems of the current regulatory system, the noise situation at a construction site will be voluntarily set for the business operator by further introducing economic incentives (performance guarantee system) from the large cities with high population density per unit area. It should be monitored and guided to maintain and manage within acceptable limits.
