This paper aims to investigate whether there was anti-Parthian propaganda for military strategic purposes under the Principate, in what ways it was carried out in the eastern provinces, and to what extent it was effective upon peoples there. In the history of international relations between Rome and Parthia, while Parthia rarely invaded Rome, Rome vigorously invaded Parthia and sought to seize hegemony mainly over Armenia and Mesopotamia. Rome"s defense or offensive strategy against Parthia was hardly possible without any integrated support from provincials in the eastern provinces. Rome was able to draw their certain perception of a threat from the East where the Greeks had shared the victory over the Achaemenid Persia. Thus, the Romans created a myth, “the Parthian shot”.The Roman emperors played an important role in creating the anti-Parthian propaganda. They tried to exploit kings, ambassadors, and hostages from Parthia and Armenia to be seen as if they were from subordinate kingdoms. Besides, the emperors controlled any Arsacid candidates not to ascend to the Armenian throne without their approval. They also tried to imitate or exceed the military achievements of Alexander the Great. It was part of the propaganda in order to integrate various nations and peoples into the eastern provinces of Rome and to justify the presence of the Roman troops there. The image of ’Roman Alexander’ against the Parthian/Persian threat was well effective for the Greek elites. In that way, Rome effectively used the anti-Parthian propaganda to justify its military strategy in the East.
